MAS TRM 2024: What Singapore Fintechs Need to Know Now

The Monetary Authority of Singapore's updated Technology Risk Management (TRM) Guidelines represent the most significant revision to Singapore's fintech compliance landscape in years. If you are running a financial institution or building software for one, you need to understand what has changed and what it means operationally.

What Changed in the 2024 Update

The 2024 revision introduces three major new areas that were not comprehensively addressed previously.

AI Governance and Model Risk Management.

For the first time, the TRM guidelines address AI systems explicitly. Financial institutions using AI for credit decisioning, fraud detection, AML screening, or customer communications must now maintain model registers, conduct periodic model validation, and document model limitations and failure modes. This is not just about explainability: it is about demonstrating that someone in your organisation understands what the model is doing and can defend those decisions to a regulator.

Cloud Service Provider Oversight.

The guidelines tighten requirements around third-party cloud providers, particularly around data residency, exit planning, and concentration risk. If your infrastructure is heavily dependent on a single hyperscaler, you now need to demonstrate a credible plan to migrate or operate independently within a defined recovery timeframe.

Third-Party Risk Management.

The 2024 update expands the scope of third-party oversight to include software vendors, SaaS providers, and open-source dependencies. This is a significant change for fintechs that rely on a stack of APIs and managed services.

Building a Compliant AI Governance Framework

For most Singapore fintechs we work with, the AI governance requirements are the most immediately challenging. A compliant framework requires four components.

Model Registry.

Every AI model in production needs a record that includes its purpose, training data sources, known limitations, performance metrics, validation history, and ownership. It does not need to be complicated, but it needs to exist and be kept current.

Pre-deployment Validation.

Before any model goes to production, you need a documented validation process that includes performance testing on representative data, bias assessment where relevant, and sign-off from someone with appropriate authority.

Ongoing Monitoring.

Production models need periodic performance reviews: at minimum annually, but more frequently for high-risk applications. You need to detect and respond to model drift, which is when real-world data diverges from training data and performance degrades.

Incident Response.

If an AI system makes decisions that cause material harm to customers, you need a documented procedure for detecting, escalating, and remediating the issue, including customer remediation where appropriate.

Cloud Compliance: The Key Questions

MAS expects you to be able to answer: Where is your data physically stored? What is your maximum acceptable recovery time if your primary cloud provider experiences a major outage? How would you migrate to an alternative provider within that timeframe, and have you tested this? What concentration risk do you have across providers, and is it within your board-approved risk appetite?

Getting Started

If your organisation has not yet conducted a gap assessment against the 2024 TRM guidelines, that is the essential first step. The organisations that fare best treat compliance as an engineering problem rather than a documentation exercise. When the controls are built into your systems and processes, compliance becomes an outcome rather than an overhead.
